Saw this one on another forum, and wasn't sure if I agreed with the majority opinion.

Part 1 is bid or pass?

Part 2 is what do you do if you bid and 3 comes back to you?

With your help maybe I can be proven wrong by two independent groups of smart people. :)

Presumably the 3 bid coming back is from LHO or RHO and not CHO?

Yes, I am aware, that they will have bid 3S,
but that does not change my comment, 3S
is not game, so no need to worry.

I reopened at a high level, they found a 9 card
fit, so be it, I will do it again.

I thought this was a terrible hand to blindly follow the rule of 15 on, and I liked 3 as well.

If opponents compete to 3, I think I'd be sorely tempted to double.

For me a 4th seat 3 shows this hand, although this is certainly at the top of the range and I wouldn't gripe if PD choose 1 instead.

I pass 3 from the opps.
