I think bidding 3♠ is terrible.

I play that pass is 0-7 or a trap pass. So partner should strain to reopen with a double... I'm bidding 3♣, because there should be a good reason why partner didn't. Partner shouldn't be 4531 or 4540 or something. I'm going to let partner get his hand off his chest a little more, then I'll bid 4♥ unless partner shows some very unusual hand.

I have a fit, an ace and a splinter- and I have limited my hand to 0-7 already.

If I would need the same hand with a fourth heart to splinter, I would wait for ages to bid one.
