No. You could opt to treat the hand as a one-suited major hand if you want. If the suits were 6♠/4♥, then you could predict a 1♥-P-1NT-P-??? problem and not want to rebid 2♠ for some reason, but the reason eludes me. With 4♠/6♥, you have no predictable problems. But, I suppose some hand with 6 solid hearts, four little spades, and nothing else makes some sense. I just would open 1♠ anyway, though.
The more I think about this, though, the problem may be greater in canape than I first thought. 1♠...2♥ sounds like 4+♠/5+♥, of course. However, there is a possibility that the partnership bids this way with 5♥/5♠ in some situations, which muddies the meaning of the heart rebid somewhat. If so, then there might be a case-specific problem for some pairs playing canape, where opening and rebidding the hearts might make more sense than otherwise, perhaps with some problematic range of hand.
