I heard today that a good Dutch pair plays that 1S - (2H) - 3C is game-forcing but pass over 1S - (2H) - 3C - (3H) is not forcing. Does that make any sense?

Forcing to what?

If 3♣ is GF, then pass as NF makes no sense. If 3♣ is F1, then pass as NF makes sense.

It's not just a bad idea, it means one of the two statements is a lie since they don't reconcile with each other.
