Transfer to Opps suit

Is there a consensus among experts, as to the meaning of a Transfer to Opponents suit after a NT overcall, say in the following situations.

Systems "ON" after the NT overcall

1) (1♠) - 1NT - P - 2H

2) (2♠) - P - P - 2NT - P - 3H


If there is no consensus, what is the best use of these empty bids when we play TRANSFERS ON, after the NT overcall
