I guess after long study, at imps, I would decide the hand probably should be passed, but after taking the long study to reach that conclusion, I would feel obligated to bid... because otherwise I put too much ethical pressure on partner and he will not be able to reopen due to my hesitation. So if I do bid, I would double, and pull 4♦ to 4♥. Dbl is the only way to get to play 3♠x or 3NT, when those contracts are right.
At matchpoints I would just double.

Easy pass
More difficult if partner were not a passed hand...
If I double, I am pickled after partner's 4D response.
4H significantly overstates my heart suit.

Passed pd + Not vulnerable = Not worth risking a double.
I'd double if VUL even if pd is a passed hand.
I'd double if pd is not a passed hand no matter the vulnerability.

Your teacher is right and i wish i could push this into some players head (one in particular) but i am sure Luis know that. when i read this qeustion my answer was to double, later when i read what other ppl said i decided not to post here because i dont know if im right and if Luis pass i wouldnt advise otherwise unless im confident enough with my answer and im far from it here.
