Since 4th seat 2H and 2S can not be preemptive, is this hand a good candidate for opening 2H

thought I read the writing up in more than one bridge writing. However in the field everybody open 1H and my pick up partner was not too cool to my 2H bid
Your thoughs ? pls

Depends on how strong you play 2H, I play it as a good 10 to 12, so this would be too good. I wouldn't expect anybody to open 2H with this powerhouse but I've seen stranger things.
Please note: I am interested in boring, bog standard, 2/1.

Similar to the previous post, I see merit in playing this bid as 10 to any hand that would not accept game opposite a limit raise (6 cards, of course).

You should plan your bidding ahead, 1♥-3♥ will describe perfectly this hand

A 2H opening in 4th seat, usually showes a min. opener
with 6 hearts.
For most players, the hand you gave would be a bid too
strong to be considered a mn. opener.
So, I doubt you have read a book, which recommends
opening 2H with this hand.
Additional: Playing with a pick up partner, you should try
to avoid unusal bids, because you are risking
misunderstandings, go ahead do it anyway, but dont be
surprised, if the results you get are poor.
