Not having done that (and some here will disagree with 4♣), I'm a little stuck. Pard will not know if we are bidding 4♥ to make, or something cheap, or just 'one more'. I would not expect pard to double 4♠ with say the ♣A and the ♦K for instance.
I would probably pass 4♠, since I don't think we are coming close to making 5♥. On a bad day it will go for 500 which shows no profit against 4♠.

For Gnome and I, yes. I think RS says 4♣ creates a force through 4♠.
