2) If you open 1, lho will bid 1 and rho will raise to 4, then?

Like Mike said.

1C followed by 4N. Normally in competitive auction this implies a 2nd suit higher than the suit opened, but not as much length. This allows the responder to either sign off in the original suit without going a level higher.
