Agree with 2N 4C 5C p 6H, then I think north should pass and don't really understand bidding 6S.
If they don't bid then it is murky, I can't decide how I would bid. I would definitely start:
2N- 20-21 bal.
3H- transfer
3S- bleh
4D- slammish 5+S, 4+D
4H- cuebid, unclear which suit coming in
5C- bypassing 4S so showing too much to signoff, and showing a club control
Now it's not clear what south will bid. He can bid 5H or 5S. 5D is not possible since that would show that 4H had been coming in diamonds, and now was signing off. I would probably choose the latter because my trumps are so poor and I'd worry about being off 2 trump tricks. North could be KJxxx x QJxxx Kx perhaps.
If south bid 5S, north could reasonably pass or bid 6D, I think 6S would be poor. If north passed I would get to 5S (oops). If north bid 6D I would get to 6D. If north bid 5N pick a slam, south might well pick 6H and play there.
If south bid 5H, north would easily drive to slam and could bid 5N pick a slam, and south should pick 6H which should imply spade support since you would not bypass diamonds to introduce hearts (remember south never clarified which suit hes coming in). North might bid 6D to clarify the fifth diamond also which south would pass.
So I could see myself getting to 5S, 6D, 6H, or 6S. The only way I could imagine finding 7H is if I opened 1H, which I know is some peoples style (frances?) but I always open 2N with this hand type. Admittedly that style is bad for slam bidding, but in my experience 2N-3N type auctions where they're in the dark happen way more often.

I gave the north hand to clee after 2N p 3H p 3S p 4D p 4H p 5C p 5S and he tanked forever and passed. He felt the south hand was worth 5H. The more I think about it, the more it depends if north has short clubs or the king of clubs from the south perspective. Seems like a really tough hand.

I also open 2NT with 5332s with a 5-card major, it's 1NT I don't like.
After 2NT - 3H I could bid 3NT to show 2-5 in the majors. That would of course be a lie here, but it would work out very well.
Although it does look like a 1H opening bid... such good hearts, no tenaces, all those controls... it's actually a great hand to open an Acol 2H and rebid 2NT over partner's 2S negative, but sadly none of us plays acol twos any more.

This seems an awful lot easier after opening 1♥. You might even get to the grand slam. Perhaps something like:
1♥ - (4♣) - 4♥ - (5♣) - 5♦(1) - 5♠(2) - 6♦(3) - 7♥(4)
(1) Cuebid; also implies at least 2nd round control of clubs
(2) Cuebid -- first round control in both blacks is too much for 5♥
(3) Cuebid; also implies solid trumps (no 5NT) and 1st round club control (grand try)
(4) Can count 5♥, 5♦, 1♠, ♣A, ♣ ruff
Without competition it's probably easier.

A tilted North could make a takeout double of 4♣. I'd bid 7♥ over that as South.

uh, are you serious? Wouldn't you just routinely X 4C with Axxx xxxx xxxx x?
