I believe Picture Jump has become the popular choice among the forum.

1 Question: Do we still have Picture Jump after

1M-2m-2NT? if 2NT shows 12-14 or 18-19?

especially if the 'm' is Clubs, which can be based on a 3-card suit?

I think the point is that you usually want to bid 3M in this auction with a fit. This gives partner space to cuebid in case he has a nice hand (here the 18-19 hand) whereas jumping to 4M removes all your space to investigate. Just because you have 31 or so hcp doesn't mean you don't need cuebids to investigate slam scientifically.

So it seems that 4M should still be a picture jump, and other hands with a spade fit bid 3M.You can then use serious or non-serious 3NT to distinguish between opener's 12-14 and 18-19 options. In some cases it may be a good idea to simply bid 3NT over 2NT on a very balanced hand (i.e. 3433 or 3334).

I see absolutely no reason to not make a picture jump here. The only question I would have in this sequence would be what each of these picture jumps mean:

4♣: For me, this would be the classic picture jump most mean when they say "picture jump." Thus, I'd expect something like three of the top four club honors and length, two of the top three spade honors, but no side controls. Something like ♠AQx ♥xxx ♦xx ♣AKJxx works, catering to Opener with something like ♠Kxxxx ♥Axx ♦Axx ♣Qx. If Opener happens to have the 18-count, all the better. If he has something like ♠KJxxx ♥AKQ ♦QJx ♣Qx, I love my call.

4♦: For me, this would be a picture splinter. Something like the same hand as for a picture jump, but with shortness in diamonds. That way, Opener can have the same minimum but with the AK or AQJ in diamonds with a heart hole.

4♥: For me, same as 4♦, but short hearts instead.

4♠: For me, this normally would show something about Opener's second suit, except that Opener has not shown a second suit. In this sequence, it would show a hand that has very minimal, scatered quacks in support of Opener, a fast arrival call, with a hand that would merit no better than a 5♥ response to RKCB, were Opener to ask.
