I agree.

This is a different situation from (1) - X - (XX) - 2 when the bid would be more pre-emptive in nature.

8-10 with 4 or possibly 5 trumps is the standard response to a t/o dble.

Yeah. But if you have 8-10, rho has a normalish sort of XX, pard has a t/o and lho has an opening - well - it isn't necessarily a 5 ace deck I suppose, but chances are someone is overbidding their hand or there is a lot of distribution.

So, given that the meaning of XX is usually "its our hand, perhaps we should X them when they run away" then it makes more sense for jump responses after the XX to be pre-empts.
