Sometimes you don't have a good hand with clubs and you just have a shitty hand with clubs then you don't want to bid 3C.

We should always assume 2/1 unless otherwise stated, because:

I polled a few good players on this one, and 2♠ (or pass) is available with a good hand. Ergo, 2♣ is natural.

♣ bids are natural but maybe don't quite do justice to this powerhouse.
I reckon a sensible rule is that pass of opponent's redouble is penalty oriented, so if you pass you are likely to be defending a 1-level game
