Portland sectional Not a goulash, but feels like it.

This was the crazy deal at last night's portland sectional. The bidding went:

1-2N-P-3,
P-3-P-4,
All pass

My question came in the bidding. Would a 3 bid by South after having bid an unusual 2N be first round control of hearts with a good hand for the auction, or would it show a heart fragment, willing to play hearts (with both bids obvioiusly forward-going)? Or is it something else (both forward going, one showing better clubs, the other better diamonds, for example)?

3H would have shown a fragment. I think this was a good auction.
