I wouldn't feel any better if I doubled first and heard 1N on my left. Or 1♥.
I'd probably pass 1N. Sure they might be jacking me around but pard couldn't raise hearts and couldn't double 1N. If LHO has 4-4 in the reds, we are getting slaughtered.

I play X as takeout of clubs in this auction and always considered that to be standard. You can't really have a penalty X in this situation.
