I don't like 2H or 3H (and I@m not wild about 4H either).
I quite like 1NT. 3NT (as already suggested) might work, as might a double.

Last time I had a hand like this I kept bidding hearts at the minimum level and was eventually +1610, but I'm still not certain that was the best approach on the hand.

Well, it certainly was the best approach facing those opponents, and that's what counts.

Why is preemptor running from 3♥ undoubled? If he's going to psych he should at least be smart about it.

So on the actual hand, partner is ♠xxx ♥AKJTx ♦xxx ♣xx, so they are clearly cold for 6 in any of their three fits. 5♥ will not get them to shut up, and they are likely to end up in 6♠ regardless of what you do. 7♥ will cost you only 1100, but obviously, nobody is bidding that.
