I have been passing a lot of hands like this lately opposite a passed partner. I used to bid 1♠ a lot.

I don't have a strong opinion either way.

Agree with doesn't matter much either way. I would pass against good players and overcall against bad players.

I'm an overcaller here. I agree it's a pretty ugly suit, but you aren't dealt those pretty KQTxx suits all the time. It might be our hand, and if it is, I'd better get in there at once. Fast in - fast out if it turns out to be opps hand after all.

I would pass. For all we know they're getting into 3NT and partner needs to make a club lead. Since pard is a PH I don't think theres much hope to buy this contract. I can always balance if it goes 2♥pp.

If I was going to bid with this P.O.C., I would psych. A classic self-disclosing psychic is the P.O.C. double, followed by a redouble and a HMMMMMM around the table.
