I felt I had to bid something - so my alternatives was 2 of a minor, dbl or maybe a 1NT if this would be forcing for the minors.

My choice was DBL - as a balancing take-out showing minors. If partner really wants to play 1X, I have also given him this choice. I don't like 2minor - if partner's gotten 3-1 in the minors, we miss out on a 8card fit.

The question is if 1NT is an option? Partner made his view that 1NT had to be for the minors, and that dbl should show tolerance for 2. Does he have a point? IF 1NT is for the minors, what is the difference between DBL vs 1NT?

Your partner is correct, and the difference is what he said; X shows a tolerance for hearts (like 2245)
