You can't seriously ask this question without giving vulnerability and form of scoring.
I'd most likely bid 2NT, maybe red at IMPs would stop me.

The side bidding 2 spades is vulnerable, the other side is not.
From what I understand, the partnership has an agreement that 2 NT here is the minors.

It seems clear to me what 2NT means, with or without an agreement. And it seems an easy bid to me, at any vul and form of scoring. In fact I think it very likely we have an excellent fit in one or both minors, as partner passed over 1♣ on a known decent hand so probably doesn't have great heart length.
