I'm decidedly not an expert (sorry), but I know some people who consider this passable, in the event that responder has a point-shy hand with heart shortage.

It's a one round force, unless for some strange reason you choose to play a forcing NT in this sequence.

My pard today in the ACBL Speedball made this call with a 4 count. I wasn't a happy camper.

One-round force is usual.

Strong minority play non-forcing.

I don't know of anyone who plays this as GF.

B. 10+ with clubs. Not game-forcing as of this point in the auction, but does demand one bid from pard.

Similarly, I saw an auction today (am out with head cold) when the North bidder with AKx Kxx AT9x Kxx heard her partner open 1H, receive a 1S overcall from her RHO, and then after her 2D and 2H rebid from pard, rebid 3H to get dropped and miss game for a nine imp loss. Just because you made a forcing call, doesn't mean you're in a G/F.
