Pass then double.

However, I will admit that I would overcall 2♣ some days.
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

Double of 1D would show what?

While others may play it as takeout, I find it better served to play it as showing diamonds when playing vs. precision.

So....immediate X for me, bidding 2C if I get the chance, now both my suits are known.

Pass then double. There is no other options but pass and pass that is at all sane.

As other's have noted, its often very useful to disrupt nebulous 1♦ openings.
I'd give strong consideration to an immediate 1NT overcall. I'm not positive if I'd bid 1N at the table (pass has its own logic). But I wouldn't rule 1N out

Hm. I definitely have different agreements on double with different partners (takeout of hearts with one, and penalty with diamonds with another). I'm really not sure which agreement the people that recommend double have, but of course the funny thing is that I think I'd double with either partner.

I'd probably pass then pass at this vul. I think what to do over the 1N bid is an excellent problem and am not really convinced that pass is better than X.

I'm no expert but what if there is no "then"??- both you and partner have the expected garbagy misfit- and the opps don't want to make things worse either... that's what happens when I pass with this kind of hand B)
