Legal In Acbl Land?

Is the Meckwell defense to 1NT openers legal in all ACBL events? I can't see there being an issue with 2♣ or 2♦ calls because they're the same as DONT. The 2♥ and 2♠ calls are natural (natural is still legal right?
). The 2NT is the same as Capp. so the only one I can see being an issue is the double with its 3 possible meanings. I was under the impression that calls including and below 2♣ did not have to specify a suit so my thoughts are that it is legal but I recently had a tournament director tell me it was not. Any thoughts?

Why would it not be legal? Because dbl does not promise a 4-card in a known suit? How many dbls do?

As long as you satisfy this, you're fine GCC. Meckwell is fine - the only call without a known suit is double (1 minor or both majors).

Meckwell is legal.
The league gets fussy about 2♦ / 2♥ / 2♠ being some kind of unknown bid. Meckwell uses these the same as DONT / Natural

No, the Meckwell 2♥ bid is different. DONT 2♥ is the majors, where as in Meckwell it is natural, and the majors hands go into the double.
