I think I am too timid on certain types of hands, and have played some partscores making 4-6 recently. Or worse, I have to apologize to pard for dropping them in a part score, when game was on.

hand two is exactly what I am on about, the 2 heart bid, I believe is 100% forcing you to pass as you only bid 2 diamonds in the first place, you have already decided you are not strong enough to jump to 3 diamonds to show extra strength
at the table I bid 3 diamonds

The solution I have with several partners is for 1♠-P-1NT-P-2NT to be an artificial marionette to 3♣ and GF. Jump shifts instead show 5-5 pattern and about a 5-loser hand. This is a better hand by LTC, if a fit exists, but I'd rather show this much than show a mere 2♦ rebid, planning to pass 2♥.

3D for me is an overbid that will lead to playing a failing game far too often. I do not want to bid my partners hand.

If you truly expected to make game opposite a couple of kings, then you should jump-shift to 3♦. I don't think this hand qualifies, but playing 2/1 (with forcing NT) I would feel forced to do so because the 2D rebid already has too wide a range - from a 5=3=3=2 with 12 HCP to a 5=1=4=3 with 17.
Playing a system where the 2♦ rebid shows 4+ diamonds, I might choose that rebid, but I would need to do something constructive over 2♥. The raise to 3♥ looks like the best of bad choices.
