Penalty or responsive?

2♣ dbl?
What is double, clubs (possibly hearts too) or both unbid suits? If the latter, how many spades and diamonds do you expect, and roughly how strong?

But a responsive-like dbl showing the 2 unbid suits might be more useful here.

I play it as penalties, but at least partly based on partner's trump holding, not the doubler's. Partner has implied clubs with his take-out double. We are saying that "if you have a normal protective take-out double of hearts I want to defend 2Cx".
It is likely to be fairly well stuffed in hearts, but that's a general bridge inference rather than a partnership agreement.

I play it as balanced 12-15, denies 4 spades. Invites partner to leave it in for penalties, but he doesn't have to (if he had, say, a 4-2-4-3 10 count).
I don't think I'd do it without a heart stop.
