I think this is a simple auction, but I lost my mind, I think, in real life. Actually, I know I did at some point before this deal was over.
1♦-1♠-P-P-
2♣-P-2♥

"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

2H shows a desire to play hearts, or at the very least a preference of playing in hearts over playing in a minor...
Yes, it's a simple auction.
Yes, it's a simple auction.
The easiest way to count losers is to line up the people who talk about loser count, and count them. -Kieran Dyke

That's what I thought it meant, but you never know sometimes.
Or, maybe I should say that perhaps only I would imagine that some other esoteric meaning might be the "average normal meaning." LOL

This seems more intresting
1♦-1♥-p-p
2♣- p- 2♠ ?
And this one too
1♦-p-p-2♣
p-2♠
or with less passes:
1♦-p-1♥-2♣
2♦-2♠
1♦-1♥-p-p
2♣- p- 2♠ ?
And this one too
1♦-p-p-2♣
p-2♠
or with less passes:
1♦-p-1♥-2♣
2♦-2♠

IMHO
"A" is something you might see if you are not playing Weak Jump Shifts in competition.
A long ♠ suit in a very weak hand.
"B" is not right for an Overcall (but not necessarily as weak as in "A"!) with long ♠'s, trying to improve the contract.
If you play Weak Jump Overcalls, this is probably a hand with a long, bad ♠ suit of too poor a quality for a WJO or a hand too strong for a WJO but too weak for a 1S Overcall.
"C" is, again, a hand not right for an Overcall or a WJO. Probably too weak for the one and too strong for the other.
Again, I would not take this as a stunningly forward going sequence.
Please note that I'm not an advocate of overcalls "just for the heck of it".
In the Direct Seat, I feel strongly that an Overcall is a 7-5 loser hand with shape and values appropriate for the auction.
Similarly, a WJO is a descriptive and disciplined bid in my POV.
Therefore, it is quite possible for there to be hands that don't fit the requirements for either.
People who have different Overcalling styles may very well need meanings for these sequences that are different from those I have given. YMMV.
