Is this a penalty double? what do you bid?

Pass, forcing. A double would be penalty. Partner will almost certainly double which I accept. Indeed, lead a trump.

I wonder why pass should be forcing. I told you have 11HCP and a good H stop or 2. You never told your partner you have S support. Where do you want to force to? I looks to me like you are only forcing your partner to DBL?
I bid 4S.

I would treat pass as forcing since pard took the game plunge. I'm doubling (using standard FP agreements) to show a minimum.

I pass - which is absolutely forcing.

Pard knows about my heart stop and invitational values. Other than my spades, what surprises to do I have where I can bid in front of partner?

If RHO really has 11 cards in the roundeds, I am very glad I surpressed my spade support (dubious IMO), since we are getting a terrible split.

Double should be at least Hxx of trump. It is not a 'shut up partner, I had a minimum for my last bid and I don't want you bidding'.

I expect pard to double, but there's a subset of hands where he carries on with something else.

90% of the time we are playing 4 x'd. I lead a trump (there's time later to establish the tap).

Simply speaking: Our side did bid game,
and it was bid to make, not a sacrifices.

You are in a forcing Pass sequence, if your
side promised the strength for game.
You can weaken the requirements for a
forcing pass.

Double is "Penalty", or more precise:
Double says, that one has no interest
in another contract, which is the case
with your hand.

Double and lead a trump.

PS: One would have liked to show the
spade support, but the (reasonable)
decision to hide the spade was already
done bidding 2NT.

I was playing with a pick up pard, no way was I going to trust pass as forcing.
(have you ever had forcing passes passed with "Advanced" PU pards? I have)

I DBL, and lead a trump.

Unfortunately dummy had the EXACT combination of cards for 4 Clubs DBL to make. Stiff heart, Ace of spades, etc. ;)
Pard had the kind of hand that would not have "bid one more", they would have DBL

I would pass, although 4S might be right. We are in a force since partner bid a voluntary 3N over 2N, so its clearly our hand. Jumping to a suit game in a competative auction does not necessarily set up a force (partnerships need to decide on their rules for these auctions), since it does not indicate we have a clear preponderance of values (After 1H-1S-2H-2S wouldn't you bid 4H with a 6-4 12 count with a spade void?), but bidding 3N always shows a preponderance of values and sets up a force.
