You might try 2S and rebid 3S if you know that P will interpret this as being natural and not some type of cue bid in support of hearts. The latter might be needed to expose a psych: do people psych at total points?

Sorry. I should have mentioned that you are playing Acol. So with 12-14 balanced you would have opened 1NT.

I would take the first Cue as stopper ask,
and the the 2nd cue as a ask for a half stopper.

12-14 semi bal. with an spade stopper
is still an option, since 2NT is certainly
not game forcing.

This depends on your NT opening style,
if you regular open off shape NT, 2NT
now will certainly promise the 15-16 NT,
... but this needs to be discussed beforehand.

I play 3♦ as forcing, 2♥ promises a rebid below game. I think that this is bridge world standard, a good topic to discuss with partner. I think that Mikeh has often written on this subject.

I think in BWS 2♥ is forcing to 3♦, so 3♦ would be NF.
