Seems very similar to Romex. It's hard to really evaluate a system without seeing some followups and continuations. A couple likely issues that might arise:

The 2 opening uses up a lot of space, and is the only call with 23+ points. It may be difficult to explore for the best contract on "complicated" hand types. Perhaps a better plan is to split hands between 2/2 based on shape rather than high cards; for example in Romex I believe that hands with primary diamonds and with three-suited patterns tend to open 2 whereas other strong hands tend to open 2.

The issue I've always had with Romex (besides that I hold bad cards and would almost never get to use the strong openings) is the wide range of opener's 1NT rebid. It seems you're opening 1-minor with balanced hands between 12 and 16 points, and to play 1NT rebid as 12-16 leaves you badly placed. On the other hand, having responder "pass without values for game opposite 16" can lead to missing fitting games and playing a lot of hands in the wrong partial after 1m-all pass, for the meager compensation of being able to jump rebid 2NT on 15-16 balanced. Of course you may be able to address this using transfer responses (for example).

How to responde the big range strong 1NT open bidding? and do you think the multi 2's open biddings would change the system into another color?
