Again, hard to evaluate without followups.

How much do you really gain from excluding the 23+ hands from 1♣? My guess would be not a lot, but again depends on continuations. After all, the 23+ hand type will be very rare regardless, and 1♣ is already "always strong" and very multi-meaning (thus subject to preemption etc).

On the other hand, the 1♦ opening is potentially a big loser in competition. It becomes very hard for partner to compete when you could have any shape from 3316 to 3361 to 4432. Certainly it is not safe to raise either minor, or to assume a generally balanced pattern.

Most precision-style systems offload some of these hands from 1♦ by making use of a natural 2♣ opening. Frequency-wise, a natural intermediate 2♣ bid is way more common than 23+ points; you're going to have to be winning big on your 2♣ opens (and the fact that you didn't open 1♣ on those hands) in order to compensate for this issue.

Sure,it's like Romex system 1.42(From geocity's "system collection",sry for the site onwer's name forgotten):
2♣/2♦/2NT strong 1NT:19~22HCPs,weak 2♥/2♠ and natural 1x with12~22HCPs;
but it's similarity,although I like Romex,especially Romex game trial.
