2♥ does not deny a decent hand, so pass makes little sense. For those who say that bidding may discourage partner from balancing, I say that passing may drive partner nuts! What is he supposed to bid with Qx AQ10xx Jx KQxx as a mundane example? Some might double and then bid 2♥, but surely 2♥ is not irrational. Make it Jx AKxxxx Qx Kxx and surely we all bid 2♥?
So bidding is clear and the question is what?
2N looks right on values and the ♠10, but understates the ♥ length.
However, my ♥ length is not likely to be an asset in a trump contract, since I lack even a semblance of a ruffing value. Plus a 9 trick game is more probable than a 10 trick game. Finally, if partner has a weak hand, he may pass 2N which rates to be safer than 3♥, which is where 2♠ will drive us.
So I choose 2N rather than 2♠.
I would not consider 3♥: 3♥ says I like my hand for suit play: and I don't.
