idiosyncratic features (perhaps the most annoying of them;
some of the others, like the transfer to a four-card major
after 1NT, violating agreement, have also an upside)

I don't have much experience with GIB, but based on my experience with Jack I guess it's because it has too much confidence in its opponents. Playing in the main room, you often get the opportunity to double some insane contracts. Maybe GIB doesn't appreciate that: when everybody bids to the 5-level it assumes that everybody actually has 8500-shapes.
Just a thought.

I think one large part is that people don't want to put GIB at the slowest setting.
Not going to happen. This is more complicated than you think! Its program DOES play Moscito though.
