Assuming no competition:
1♣ (16+) - 1♠ (balanced or diamonds)
1N (17-19) - 2♥ (inv 4♥ and 5+♦ NF)
3♣ (values) - 3NT (spade help)
The south hand upgrades a bit with the knowledge of the big diamond fit. The 3♣ values call helps to reach 5♦ if north has short spades (say x Qxxx KJxxx xxx).

Note that this system uses a 19-20 2N and 1N is 15-17- in third seat. At this vulnerability, better 17 counts routinely open 1C (same for better 16 balanced in first and second, playing a 14-16 range).
