South looks like 14 HCP to me. And best hand means that South is at worst tied for most HCP, so North could have 14 HCP plus lots of distributional points. Passing partner's forcing 3♠ would be absurd.

The real shame is that it's hard to double East's 2♦. Looks to me like it's down 2 (NS get 2♠, 2♣, 3♦), a great score at this vulnerability.
