Or more completely:
(1) GIB considers new suit over weak two to be non-forcing
(2) If so, the description of the new suit bid probably should be fixed
(3) Or it should be changed to use the more common new-suit forcing scheme.

Even if you don't want to just jump to 4h, you can still be 2NT, and when it shows a feature, you know it's not a bare minimum and then you can go to 4h safely. I don't really see what there is to gain by bidding spades when you already have an 9-card heart fit and it won't make a weak 2 with another 4-major so you have at most 8 spades, so you might as well just assume hearts should be the right suit. Bidding spades probably helps the opponents make a better lead more than it'll help GIB bid the right thing.

We still want to fix GIB even if the human doesn't have the right hand to bid 2s with. Sometimes you will have the right hand to bid 2s with, and GIB should bid appropriately,
