Doubles Which when?

The GIB System Notes document says that in competitive auctions, GIB plays:
Negative X. Responsive X. Support X (GIB may do Support X with Kx).

Through what level(s)?

Do Support Doubles usually apply in the auction:
1m-(p)-1-(2)-?

Support doubles are played through 2 of partner's suit. (Double of an overcall above 2 of partner's suit is defined as penalty.)

Negative doubles are played through 3S. Higher level doubles show cards and are not pure penalty.

GIB plays responsive doubles through 4S, though it's notion of a responsive double does not always match what you would expect.

back when I was playing with GIBs he always took this as penalty, much to my anguish and grief. could you change this? ;)

edit: read Ari's post and apparently he knows it's penalty
... and I can prove it with my usual, flawless logic.
