Reminder: We need the message "Substitution players needed at tournament..." to be send to people with lobby chat off too. Its harder and harder to find a sub. There are many players who like to be sub but dont like to be polluted (Walddk's term) with lobby chat. At least one - me.
From TD's point of view the "broadcast will start..." message is not more important than this.

Nothing against broadcasts and your messages. But as you say "they can't avoid them". They can avoid subs messages, because they are in the heap of lobby chat. More: they can do it unknowingly. There is no possibility to stop lobby and receive subs messages. Suggestions how to manage this problem may be found in some previous threads.
I think its important for me and other TDs too. I was several times "close to the edge" to cancel the tournament in the middle. Several players missing and no sub available for long time (long time=5 mins, in this case). From this point of view the importance is high.

Your post seems to assume that people with lobby chat off would WANT to receive sub needed announcements...
I don't have lobby chat off, but I rarely sub (or volunteer to sub) anymore EXCEPT when I recognize the TD or it's a BIL or ACBL tournament. If I had lobby chat off but still received sub requests, I'd still ignore 95% of them. Why?
(1) Biggest reason: The approximate remaining boards/estimated time is almost NEVER broadcast by the TD. And -- in fairness, possibly due to being overwhelmed by messages -- TDs almost never reply to my questions about remaining boards or estimated time. If I had estimates about remaining boards or time, I'd volunteer to sub at least three times as often.
(2) Usually the only time I'm "free" to sub is when I've logged on or just finished another tournament and there is no upcoming tournament I want to enter. If I register as a sub and don't get "chosen" within 3 minutes -- maybe because player with a red partner is waiting for an expert, or hoping their p returns -- I'll usually remove myself from the list and look for a normal game. I've experienced waiting around for several minutes reading more sub requests, with my skill level and bidding style matching the tournament average, without being chosen. I don't mind subbing, but if I'm not wanted, I won't bother waiting.
(3) Except for e.g. BIL beginner-only tournaments or something, if the tournament conditions are such that I would not have been permitted to register (private club/custom list/skill level), I won't sub. Or if I strongly object to the tournament rules or conditions. Or if my prior experience with that TD has been negative.
Of course, when a TD I "know" calls for subs, I'll go out of my way to help out by subbing (I'll wait longer, etc.). But when I see such a TD is running a tournament, I'll usually check the tournament myself to see if there are any reds and join the sub list if I see any. I don't need announcements.

I'm not going to alter the current priorities of sub requests. Only the BROADCAST messages go to all users. As of this moment, they are only used for system announcements (maintenance coming, etc), vugraph announcements ( Match has started) etc.
Are we sending out too many Broadcasts? Maybe. I generally discourage the use of Broadcast chat, but everyone thinks his or her chat is worth being sent to all users.

Tournaments may require slightly more flamboyant ads. Have the tourney button flash whenever a tournament (or $ tourney) is starting soon, or something like that?
I don't like lobby chat cluttering up my screen. Maybe if someone is disconnected in a pairs tourney, we shouldn't really bother with subs on the assumption that both of them have the responsibility to ensure tourney completion, and anyway, if one is gone the other won't want to continue?

Yes, but can't the TD independently send a message to lobby chat (I know that as a BIL member I get club messages requesting subs all the time)? Something like "Please sub in tournament #XXX, only 4 boards left" or whatever?

The boards remaining would be nice, maybe i can sub for one or two boards, but not for 8.
And something i think would be usefull, at least for me, is a registration like sub by clicking the announce from the TD.
Sometimes i'm playing and i dont mind to sub. I see subs needed, i finish the hand, go to the tourney and register for sub, and then, no sub needed for a long time. What do i do now? Go to a table for playing? i'm sure i will be calling in the same time i start a game and if i wait, i'm sure i will not be needed.
So, i could register like a sub and continue doing my oen things untill i'm needed; and if such tourney finish, a message would be great to say me that i'm free again.

Yes, but I have a different view than you (and I have power to make them, I believe I ahve made one dealing with refunds associated with major crash with five pay tourney going on.... becuase I was swamped with "I want my dollar back messages)....
I made one for a pay tourney when that was routine (and only one), those ahve for the most part been stopped.
I disagree with the view that annoucnement for vugraph is wrong. People playiong (wasting time) will not know when they start. But once the annoucnement is made, any new people joining will see it from the lobby. So once is enough.
For the Forquet and Garozzo match. A special event like that deserves a broadcast in my opinion.
I would like "broadcast" for all tourneys to stop, after all we can list tournyes from any table at anytime. I don't happen to believe gib being used inappropriately is worthy of a broadcast (I am not even sure what that is... three gibs versus one human in imps is fine with me.. if he human is donig silly things, we will catch and punish.. myhand keeps such records).
