At IMPs, I would barely think about it and bid 5C.
At MPs, this is close but after thinking about it... well I might bid because I've transmitted UI, and then if they bid 4H, partner might tank also and then I have UI... but I think pass is better.
This isn't just because the risk/reward calculation for this bid is different at MP - it's also because partner's calculation for their 4C bid is different at MP - they might have been bidding 4C hoping for -100 rather than -140, and that's not an IMP consideration.

You've made a takeout double saying you have values but making no promises about clubs and partner has bid clubs again is AK, xxx, x, KQxxxxx to much of a fantasy construction, partner's clubs will be long, and the raise was 3♥ not 4, so he probably has some hearts.

At MPs, especially white, 4C should promise nothing other than an opening hand and a pile of clubs. Double show either 3 spades and 3+ diamonds, or significant extra values (or both).

In my rogue NT partnership (which found five "1NT" openings today for 72%) this would be a comfortable 1NT, particularly in third (where I hate to open either 1♣ or 1NT truly balanced).
Playing natural and opening 1♣, at IMPs I'm happy with rebidding clubs, at MP I would be sorely tempted to sign off in a Moysian 4♠.
