In this sequence, in human bridge, yes.

GIBBO have their own system. It must be documented somewhere, and others here will be able to help if you are intested in playing with bots.

Keep in mind that benellis58 has a thread going with over 2700 instances of poor performance by GIBBO

If the auction is complete, I would assume, that 2D is NMF, to my knowledge, the bodts play NMF,
which would mean, that the bid is forcing.
But the answer to your question is No, 2H in the seq.

1♣-pass-1♠-pass
1 NT- pass- 2♥-pass

is nonforcing, the reason being, given that I believe that the robots play NMF.

This would also apply to human bridge, ..., as always depening on partnership agreement.
