Here's my suggestion, though it may be unpopular with many: do away with free membership altogether; charge a modest monthly fee (well, less than US$5.99 at least!) to all participants. I already pay monthly for sites like Netflix etc. - another sub. wouldn't break the bank for me, and probably not for most others...
