X - call it a Power Double rather than penalty
After 1♣
2♣ 4x5x or weak 2M
2♦ x45x
2♥ 45xx
2♠ weak 2♠ min
After 1♦
2♦ weak 2M
2♥ 45xx or x4x5
2♠ 4xx5
Continuations over X can be systematic if you play a strong NT. Those after a 1m overcall are trickier with a game going hand, but these are rare.
