well, for expert declarers, it's unfair to them because GIBBO is a worse declarer. But I agree, the human should always be declarer when playing with a robot. What's the point of having a robot(s) play the hand? The point of these tournaments is to determine the best human players, not the best robot players.
BTW, way back when, when (ACBL) robot individuals were first starting out, robots declared according to the bidding. It was quite a while before BBO introduced tournaments where humans always declared if possible. For a while (?), there were old style tournaments where the robot could declare, and new format tournaments where the human declared if possible.
