Penalty or take out

The auction:

Is the double played as penalty or take-out? What is popular and why?

We have a simple rule that we play penalty doubles after we have tried to pass the hand out. In this case, we'd passed out 1NT and then the opponents came in, so double is penalty.

I can see the value of wanting to compete in a minor suit on this hand with a takeout double, but I should have bid 2 instead of passing out 1NT with those hands.

Takeout for me.

Although 2 is likely to end our auction, we have not yet tried to pass it out - see rule above.
