Why does GIBBO takeout instead of raise?

I struggle to understand the logic of this double by GIBBO, described as takeout.
The robot holds an excellent fit for my hearts, with short spades and no stopper in diamonds.

Maybe it is trying to say I do not have anything in diamonds
