Is is always relative to the entire field? Based on BBO points, or ACBL mps, or what? I haven’t seen this addressed anywhere.

It's relative to the field; the top third are A, middle third are B, bottom third are C.

Whether it uses BBO or ACBL points depends on whether it's a BBO or ACBL tournament. In ACBL tournaments, non-ACBL members are treated as having 10,000 points, so they'll be forced into A (in small tournaments this can sometimes push high-ranked players into B -- this has happened to me many times playing in the late-night speedballs).

This is how it works in stratified tournaments. I'm not sure if it's exactly the same in the flighted tournaments that were recently added.
