I was Expecting More from GIB's raise to Game!

I always thought a splinter by opener was a 4 diamond bid over partner's 1 level response, and a 3 diamond bid (1C-1S-3D) was natural showing a big hand and a good second suit in diamonds.

2 is the strong hand, I assume the seats are switched to make you declarer. (6 was the par contract)

3 is a splinter because 2 is already a forcing reverse.

GIB doesn't actually play mini-splinters as mentioned by that page, but it does agree with the principle that 3 here can never be natural, since 2 is unlimited and forcing.
