IMPs, NV opps, LHO deals and opens 3S, two passes follow, and you find yourself in an uncomfortable situation with

FWIW, the winning call here was to pass, but I don’t think it is the percentage action. In all cases, what is the best action?

I've bid 3NT with worse hands than this and I will try it again. Double is also very reasonable, passing partner's possible 4m with spade wastage and poor shape. The two actions that you should avoid are 4 and double-and-bid-again. This hand won't play well in 4, it is likely you are off the first two spades and a spade ruff, which means you're playing partner for two aces and something extra. The hand is far too weak for doubling and bidding on. 3NT could be a disaster (for example, a minor suit lead or spade ace and minor suit switch won by RHO who leads a spade through) but vulnerable at IMPs I'm a gambler.

3NT looks the best call generally, and I feel most players would make this call, though the state of the match might persuade me differently. Though at red/white, you are not going to pick up a heap of IMPs by passing and defeating 3, while 3NT goes down in the other room. So 3NT it is.

Hamman's rule (if in doubt, bid 3N) was originally for this situation I think.
