Is it necessary to belong to the acbl (points schmoints) and play on BBO? If not, and I'm playing with someone to whom points do matter, we that partner receive their points, regardless of my lack of affiliation? Thx

There are lots of BBO games that are not affiliated with ACBL, they obviously don't require you to be a member.

Most ACBL games don't require you to be an ACBL member. If you play with an ACBL member, they'll get the points. Your points will be saved; if you ever join ACBL in the future, you'll be credited with points from all the old games you played before joining.

The exceptions are the games that have a maximum masterpoint limit. These require you to be a member so we can verify the limit.
