3 is a suit and given the initial 2bust, enough values to invite game.
2N is similarly limited by the 2 bid, I'd have a tough time constructing a hand that would want to bid 2N after 2 2 2

After the 2 response, responder can pass any bid.

This is not a good idea (that responder can pass any bid after 2H).

While rare, there are two suited hands that are simply too strong to open at the one level.

I once held AKQJ9 AKJ9x A AK

Fortunately partner opened a weak 2D and we had gadgets that made it easy to reach 7N ( he held xx Qx KJxxxx xxx)

But had I opened, and he’d bid 2H (make his hand xx Qxx xxxxx xxx, as one example) he’d better not be passing 2S by me.

The way I’ve always played the 2H negative response is that the only non-game bid responder can pass on the second round is 2N.

2C is forcing to 2N, 3S or 4 of any other suit.

So 2C 2H 3H is forcing. Here, 2C 2H 2S is forcing

As for rebidding 2N, what else is he to do with, say, x Qxxx J10xx Jxxx?

Or any weaker hand of the same shape?

Of course, one corollary of this approach is that one soon learns to be careful about opening bad hands with 2C, but that’s a feature, not a bug.

Yes, our 2 2 structure is broken. We play it this way, forcing opener to jump with a self sufficient suit or a game in nt.
I don't know what I would do with AKQJ9 AKJ9x A AK

I don't remember if this is how I was taught, picked it up or we simply butchered the 2 2, perhaps a response to opening "all" 22+ or gf hands, 2

3 is vile, bid 3N and you will in practice make it, 5 may well also make, not clear what lead you get to either.

Here's my understanding of the auction.

2C gf. 2H bust, no A K
2S our agreement is for this to show 6 spades although it could be made on a solid 5 card suit.
3C clubs, sufficient to invite game and will deny 2-3 spades.
3D 2 suited hand
3S preference, could be made with 1(2)spade, unwilling to bid 3nt on Jxxx

Off for pizza before the team game. Perhaps I will get to ask why 2/1 is unplayable with a 12-14nt and, hopefully, I will not have any of these auctions.

I've actually started playing this with one partner half a year ago. So if you find out please let me know.
