Why are so many Pairs tourneys labelled 'Open' when they are clearly restricted to weblists/friends etc?

Because BBO never got round to making things clearer.
Another question might be "why do I even see tourneys that I am not eligible to play?"

On a related topic, it'd be very useful to have a better search function for the tourneys. Currently I type in 'pairs' and scroll through endless local clubs that wont have me. I'm generally looking for the few I know which will, and also 'unclocked' format. But I can't type unclocked in the search field -- it is only searching the text of the tourney titles.

In the case of virtual club games, "open" means it's not restricted by masterpoints. All ACBL vclub games are restricted to club members, so this just distinguishes the different kinds of games they run.

Different NBOs have different rules.
The ACBL allows visitors (that is, players who did not play at that club/city in the 15 months prior to lockdown) up to 15% of players (but you have to know about the game and get approval from the club owner, so being a pair of visitors doesn't often happen outside of swiss team games).

As a suggestion, mark the VACB BBO names of the clubs you play in as "follow" or "friend" in their profile. That will have them show up as a darker blue when you're scrolling through a list of tournaments, and make identification easier.
