Over RHO's minor suit opening, it is common to play 2m and 4m overcalls as showing both majors, while 3m shows a strong hand with length in the other minor, basically asking for a stop.
Against dodgy minor suit openings you can also play either one or more of them as natural, for example GIB plays (1m)-3m as natural.
But (3♦)-4♦ obviously can't be natural, so it shows both majors.

IMO you might agree, after (3m):
After (3M):
- 4♣ = ART. M and om. Then 4♦ asks "which M?"
- 4♦ = ART MM.
- 4M = NAT.
After (3M):
- 4♣ = NAT ♣ and OM.
- 4♦ = NAT ♦ and OM.
- 4M = CUE. mm.
- 4OM = NAT.
